There were two resolutions passed by the State of Arkansas
Here is the first:

A BILL FOR AN ACT TO BE ENTITLED

"An act to amend Arkansas code 13-8-102 to include china painting in the definition of 'the arts' under the Arkansas State Arts and Humanities Act ; and for other purposes."

SUBTITLE

"To include china painting in the definition of 'the arts'under the Arkansas State Arts and Humanities Act."

BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS;

SECTION 1. Arkansas Code 13-8-102 is ammended to read as follows:

"13-8-102". Definitions.

As used in this subchapter, unless the context otherwise requires:

  1. "The office" means the Office of Arkansas State Arts and Humanities established in this subchapter. The office shall include the advisory council and the position of executive director as established in this subchapter
  2. "The Arts" includes , but is not limited to, instrumental and vocal music, dance, drama, painting,sculpture,creative writing,architectural and allied fields,graphics,folk art, porcelain art,china painting,craft art, industrial design, costume and fashion design,motion pictures, television,radio, tape and sound recording, and the arts related to the presentation, performance, execution and exhibition of such major art forms,
  3. "Production" means plays, with or without music, ballet, dance and choral performances, concerts, recitals, opera, exhibitions, readings, motion pictures, television, radio, tape and sound recordings, and any other activities involving the execution or rendition of the arts, and meeting any standards as may be approved by the office.
  4. "Project" means programs organized to carry out the purposes of this subchapter including programs to foster artistic creativilty, to commission works of art, to create opportunities for individuals to develop artistic talents when carried on as a part of a program otherwise included in this definition, and to develop and enhance public knowledge and understanding of the arts and humanities. The term "project" also includes , where appropriate, rental, purchases, renovation, or construction of facilities , purchase or rental of land , and acquisition of equipment, supplies, materials and other personal property.
  5. "Group" includes any state or other public agency, and any nonprofit society , institution, organization,association, museum or establishment in Arkansas, whether or not incorporated.
  6. "Humanties" includes , but is not limited to,the study of the following: language, both modern and classic,linguistics,literature,history,jurisprudence, philosophy, archeology,thehistory, criticism, theory and practise of thhe arts, and those aspects of the social sciences which have humanistic content and employ humanistic methods.

SECTION 2. All provisions of this act in general and permanent nature are amendatory to the Arkansas code of 1987 Annotated and the Arkansas Code Revision Commission shall incorporate the same in the Code.

SECTION 3. If any provisions of this act of the application thereof to any person or circumstance is held invalid, the invalidity shall not affect other provisions or application, and to this end the provisions of this act are declared to be severable.

SECTION 4. All laws and parts of laws in conflict with this act are hereby repealed.

PROCLAMATION

  • WHEREAS, china painting has been recognised for hundreds of years as an exceptionally fine art; and
  • WHEREAS, a national museum of china painting, located in Oklahoma, is supported by china painting organizations and is open to the public; and
  • WHEREAS, the Smithsonian Institution displays many objects of china painting; and
  • WHEREAS, china painters have achieved recognition in Arkansas, including a display at the State Capitol and the Governor's Mansion; and
  • WHEREAS, Arkansas' china painters hold a State Convention each year in October and artists from all over the world attend the Arkansas State Convention each year;
  • NOW, THEREFORE, I, BILL CLINTON, Governor of the State of Arkansas, do hereby proclaim the month of October, 1987 as
China Painters' Month in Arkansas

In witness thereof, I have hereunto set my hand and caused the Great Seal of the State of Arkansas to be affixed at the Capitol in Little Rock on this 3rd day of October in the year of our Lord nineteen hundred eighty-seven.
